Is there a backward culture

In the modern times when people are educated and urbanized many families are still caught up between traditional and modern ways of life. Do we blame it on poverty or ignorance? Many a times there are labels such as "a backward" culture and I wonder whose culture is the measuring scale?.

There are so many cultures worldwide, why do people feel the need to change and a adopt a certain culture different from theirs, take for instance the Western culture. Are some cultures better than others?

There are some so many things that make up culture which are specific to different people, for instance religion. You cannot tell a Buddhist or a Muslim to change his ways of life just because they don't conform to your christian ways.

What I know is that the only thing that all cultures share is the existence of human life, but how each culture treats it is different. In this case I do think some cultures can only be improved to respect the quality life.
